New Four-story Supportive Housing Development Breaks Ground in Northbrook, Illinois
With golden shovels in hand and a shared sense of purpose, community members and project partners came together yesterday to break ground on Poupard Place, a new 48-unit supportive housing development that will become Northbrook’s first affordable housing community. Developed by Housing Opportunity Development Corporation (HODC), a nonprofit affordable housing developer, designed by Cordogan, Clark & Associates and constructed by Skender, the development is expected to be completed in summer 2026.
Located at 1593 Shermer Road on a 1.5-acre site generously donated by the Village of Northbrook, Poupard Place will offer safe, stable, and affordable homes for individuals and families where at least one household member is living with a disability.
“This project is possible because of the incredible generosity and vision of the Village of Northbrook and our many partners. We are proud to help bring their vision to life,” said Richard Koenig, Executive Director of HODC. “For the families and individuals who will live here, Poupard Place means safety, stability, and the chance to build a brighter future.”
The speaking program highlighted the deep commitment of the local community and public officials who helped make this project possible. Remarks were delivered by:
- Kathryn Ciesla, Northbrook Village President
- Tom Poupard, retired Director of Northbrook’s Development and Planning Services, for whom the development is named
- Heather Ross, Northbrook Village Trustee
- Tracy Katz Muhl, State Representative, Illinois House District 57
- Christine Moran, Illinois Housing Development Authority, Managing Director of Multifamily Finance
All speakers emphasized the importance of ensuring housing options for all members of the community, including those living with a disability, and praised the collaborative effort that brought this project to life. With unanimous approval from Northbrook’s Planning and Economic Development Committee in February 2025, the development reflects a strong and unified local commitment to housing equity.
The four-story building will include a mix of one-, two-, and three-bedroom apartments. All units will feature ENERGY STAR appliances, ceiling fans, and window treatments. A children’s play area will foster a welcoming environment for families.
“We are proud to participate in the construction of this community-enriching project,” said Jeanette Greene, Project Manager at Skender. “HODC’s vision is for everyone to have access to an affordable home in a community of their choice, and we will commit all of our resources to bring that vision to life.”
Located near restaurants, shops, the public library, medical offices, schools, and parks, Poupard Place offers residents access to a vibrant downtown community and robust public transportation, including nearby Pace bus lines and the Metra station.
Poupard Place is a testament to what’s possible when communities come together to ensure that everyone — regardless of ability or income — has a safe and welcoming place to call home.
